The Real Facts: 2026 Data Explained

According to the latest 2026 survey on private universities in Japan by the Promotion and Mutual Aid Corporation for Private Schools of Japan, the overall enrollment rate for 4-year private universities reached 102.7%, an increase of just over 1 percentage point from the previous year. At the same time, the percentage of universities falling under 100% capacity dropped by 7 points to 46.2% (exactly 275 universities, which is 41 fewer schools than last year).

Why Are Universities Full Despite a Declining Birthrate?

  • More Financial Support: Better study support (such as grant scholarships) and lower exam fees have encouraged more students to choose 4-year universities over vocational schools or 2-year colleges.

  • Fewer Total Seats: With more universities stopping recruitment, the total capacity of private universities actually shrank by 0.4% to 500,000 seats.
